VINELink is strongest when read as an agency-fed snapshot. The exact labels available can depend on the participating custodian and record state. A release-related display or alert is meaningful evidence that the feeding agency reported an event, but the event still needs to be classified as release, transfer, or another change.

An unavailable record is not a positive release record. Transfers, a wrong spelling, a new agency record, rebooking, and data timing can all affect search results. Horry County Bookings & Releases is stronger for the exact JRLDC release date and time. The SCDC Released Inmate List is the proper historical source for an exit from state prison.

Adults out on bond cannot be tracked through VINE after that custody phase, even though the Horry court case may continue. That boundary is easy to miss. J. Reuben Long Detention Center maintains a local Victim Services layer beyond the generic statewide search. The JRLDC notification process links SAVIN registration, addresses hearing scheduling, and tells registered contacts how to update their information. Victim Services operates from 8 a.m. to 5 p.m. seven days a week.

Near real time is useful operational language, but current status should still be checked with JRLDC if safety or immediate plans depend on it.

Use the registration that matches the custody phase. The county layer addresses JRLDC events. SCDC Victim Services addresses formal state-prison notices. SCDPPPS handles parole-hearing registration and supervision information.

Horry County VINELink Limits

VINELink does not track everyone. The South Carolina material excludes juveniles and patients in mental-health facilities, and it cannot track adults who are out on bond.
