J. Reuben Long Release Paths
J. Reuben Long Detention Center is Horry County's principal adult detention facility. A person may leave secure custody on bond, after completing a local term, under a court order, or for home detention. The jail may also transfer the person to SCDC, another jail, a federal authority, or immigration custody. Each route ends JRLDC's physical custody, but only some are releases into the community.
The destination controls the next record. A county event stays in Horry Bookings & Releases. “Out to Home Detention” means the person left the secure building under continuing control. A transfer to SCDC should lead to a current state-prison record after intake. A later SCDC exit belongs in the separate Released Inmate List. Federal or immigration holds require BOP, USMS, ICE, the receiving facility, or court records.

Confirm a JRLDC Release
The official Horry County Bookings & Releases application is the first historical source for this county facility. It accepts Last Name, Booking Date, and Release Date. A person who has been released can remain visible with a dated status even after leaving current custody. Use the booking number, dates, age, arresting agency, and charge context to avoid mixing people or separate bookings.
- Search by last name, or enter the exact Release Date when it is known.
- Open the detail and find “Released,” “Out to Home Detention,” or “Still Incarcerated.”
- Record the release date and time, booking number, and arresting agency.
- Compare the Horry Public Index for bond, sentence, and disposition context.
- Use SAVIN/VINE for notices and contact JRLDC or file a focused request if the record is absent.
A current SCDC result after a JRLDC departure means the person moved into the state-prison system. If state custody later ends, use the SCDC Released Inmate List and interpret its Release Type. Call the detention center when a recent event may not yet appear online. Administrative email is monitored only during normal hours, so urgent custody questions belong by phone. Give the full name, approximate booking date, and booking number if known. Ask whether the person was physically released, transferred, or moved to home detention, and whether the final release time is available.

For an older event, missing release reason, or booking photograph, use the HCSO Public Information Office and county FOIA route. Identify one booking and ask for the releasable final release date and time, disposition or type, releasing facility, photograph, and associated charge or disposition fields. Request electronic delivery and a cost estimate. This phrasing seeks records that exist without assuming that every field is held or public.
Note: A court order can authorize release, but JRLDC is the source for the detention center's physical processing time.
JRLDC County Jail Role
The Horry County Sheriff's Office operates J. Reuben Long Detention Center as the county adult jail. It is not an SCDC prison. A person booked there does not automatically become a state prisoner, and the ordinary SCDC current-inmate search should be used only when facts support a transfer or state sentence. The Horry County application is more useful than a current-only roster because it accepts a Release Date and preserves detail for released results.
The Sheriff’s Office assumed operational control on July 1, 1999, according to the county-hosted 2026 PREA audit. That history helps identify the current custodian for modern records. No adult SCDC prison, BOP institution, or ICE detention center was verified as physically located in Horry County. The county Facility Map therefore contains only JRLDC.

JRLDC Release Time Calculations
JRLDC publishes local rules for short sentences. Its classification department calculates criminal terms of 90 days or less and Family Court commitments of any length. The displayed “Time” updates daily after 2 p.m. That is a local sentence-administration update, not a universal release hour and not the same as SCDC's state-prison calculation.
Work credit can reduce two days for each day worked after the person is sentenced on all charges, medically cleared, and assigned approved work; a judge may deny the credit. Good time can reduce one day for each two days served after sentencing. These credits can affect an estimate, but the actual departure must still be confirmed in the Horry County release detail or with JRLDC. A pretrial detainee has no computed sentence-release date because bond, court action, holds, or later sentencing control the event.
Bond Release at JRLDC
The JRLDC bond page lists Magistrate Office hours of 8 a.m. to 6 p.m. on weekdays and 8 a.m. to 5 p.m. on weekends and holidays. Hearings typically occur at 9 a.m. and 2 p.m., but times vary. Confirm at 843-915-5145. A hearing schedule does not tell when all release checks and paperwork will finish.
Cash and surety bonds are posted in person. Accepted forms are cash, money order, and major card, not personal check, with exact cash required. Booking at 843-915-6911 can identify a qualifying “Cash and Dash” charge. That path can avoid a pre-release magistrate appearance for certain pay offenses, but the ticketed court date remains. HCSO warns that it never collects bond by telephone.
Transportation After a JRLDC Release
People released from JRLDC arrange their own transportation. Coast RTA makes scheduled stops at the detention center. The county currently states that the ride from JRLDC to Conway costs $3 and the next ride from Conway Bus Station to Myrtle Beach costs $1.50. An indigent person who needs the Conway-to-Myrtle Beach trip may request a bus pass from administrative staff.
Check the current county page and Coast RTA before relying on fares or timing. The county does not publish a universal release time, exit door, family waiting place, holiday schedule, or property-return process. Family members should not convert a bond hearing time or the daily sentence-time update into a pickup estimate. Call the facility for current instructions when timing matters.

JRLDC Release Evidence
Three Horry County sources work together without replacing one another. The dated jail event answers when JRLDC's custody ended and how the county labeled it. The Public Index explains the legal case, such as bond authority, sentence, dismissal, or another order. SAVIN/VINE supplies event notice from a participating agency. A strong account keeps those roles separate.
When records conflict, use the office responsible for the fact. JRLDC controls its physical departure record. The court controls its orders and disposition. SCDC controls a later state institutional event, while SCDPPPS controls supervision status. Note the source timestamp because a newer transfer or rebooking can legitimately change an older status. A booking photograph or charge list identifies a booking, but neither establishes its outcome.
Archived JRLDC Release Records
The public application gives no stated online retention period. An older Horry County release may therefore require a written request even when the custodian still holds a releasable record. South Carolina FOIA defines public records broadly, including photographs and other material prepared, owned, used, possessed, or retained by a public body, but exemptions and other laws still apply. Juvenile, sealed, expunged, privacy-sensitive, investigative, and safety records can receive special treatment.
Horry County lists letter-size copies at $0.15 per page and staff time at $25 per hour, with full payment before production. A focused request helps control cost. The statutory determination period is 10 business days for records no more than 24 months old and 20 business days for older records. Production generally follows within 30 calendar days after determination or deposit, or 35 days for older material. Those limits govern the records process. They say nothing about how fast a person leaves JRLDC after a bond order or how soon the booking application refreshes.
If a response points to another custodian, follow that referral. A transfer record may send the inquiry to SCDC, another jail, ICE, BOP, USMS, or a court. If the issue is a wrong fact, use the issuing agency's correction channel. FOIA produces existing records but does not itself correct them.
